No, the Interpol list is a list of domain names, not ip addresses. 
Typically the list is loaded into ISPs DNS servers, i.e. DNS "poisoning" 
(although AFAIK there is nothing stopping any ISP from using some other 
so-called "blocking" method, if they voluntarily want to cause themselves 
more cost, effort, etc).
