If it were me, I would write a letter to the relevant Minister, with a
copy to whoever deals with drivers' licences, stating that the signature
they acquired is NOT my signature, that the means of acquisition
prevented me, through no fault of my own, from providing my own
signature, and that I would like a new licence issued with a correct
signature on it.

I would note the problems you have mentioned - your own difficulty in
reproducing it, for example - and I would finish by saying that having
advised them of the problems, you will hold THEM responsible should
difficulties arise because of THEIR failure to accurately capture your
usual, correct signature.
