Yes, Google is an indexing and search tool, not a repository. Good point.
APO came out of the Subject Gateways projects back in the early
2000s. It's one of the few to continue and thrive. The one I worked
on finally had its plug pulled a several years ago.

Policy Online was established in 2002 as an initiative of the
<http://sisr.net>Swinburne Institute for Social Research. APO is a
not-for-profit project which relies on institutional support, grants
and some revenue from advertising. The site's development has been
supported with a number of Australian Research Council Linkage
Infrastructure and Equipment Grants (LIEF) grants over the years
which have been critical to its development as an information
resource enabling access to research for all Australians.

partnership with the <http://www.cci.edu.au/>ARC Centre of Excellence
