My comments were in the context of ICT equipment data centres.
Third part data centre operators have a conflict of interest. They wish
to get as many customers and equipment into their facilities as possible
because they want to maximise the utilisation of their capital
investment. This works against power efficiency.
When you compare apples with oranges, profit usually wins. Unless you
are government in which case minimum cost usually wins.
