Like any other asset, the network owner either claims the repair costs on insurance, or they may be large enough to self-insure, and just chalk up the repair as network repair and maintenance. Network infrastructure can be insured, damaged, and replaced or repaired just like a car or house.

With voice in the coalition model, I expect it will be just like all the existing ADSL cabinets today. Dialtone will come from voice cards in the cabinet where the VDSL2 DSLAM sits, so it will be identical to how voice dialtone is provided now. Very different to the current NBN model.

Is anyone here involved in disaster recovery planning for the new 
Coalition plan along those lines? Or even the current NBN 
infrastructure? Cost of ownership surely needs to be factored into 
the comparison of the two -- who bears the cost when things go 
pear-shaped like those fires? Is it part of any risk management plan 
for a public owned (for awhile at least) network like this since 
voice will be shifting to this as well?

BTW, I never saw an answer to my query about what happens to voice 
services in the Coalition plan. Any insight on that? Have they even 
put it into their thinking? The Government plan did, given the 
Telstra separation negotiations. Hmmmm.....

I did note the Age picked up the issue of Batteries and the cabinet 
differences today.
