Climate Change Authority seeks comment on review of emissions targets

The Climate Change Authority has commenced work on the first review of 
Australia’s emissions reduction targets, known as the Caps and Targets 
Review.

This is the Authority’s first review of Australia’s emissions reduction 
goals and, as in the case of its recent review of Australia’s Renewable 
Energy Target, it seeks input and feedback from interested parties.

The Caps and Targets Review will address two broad topics:

 Australia’s progress towards it medium and long term emissions reduction
 targets

 Australia’s emissions reduction goals.

The Authority has released an Issues Paper that outlines the Authority’s 
proposed approach to the Review, and identifies what it sees as the main 
issues.

Main issues include:

The accumulating body of science underpinning concerns about climate change

The extent and nature of ongoing international arrangements to reduce 
greenhouse gas emissions

How any global efforts to reduce emissions might be shared among nations

The economic and social implications for Australia of different targets for 
reducing emissions.

The Authority is required to report to the Federal Government by 28 
February 2014. Its final report will include recommendations on a national 
emissions reduction target for 2020, and caps (that is, limits on 
emissions) for the first five years of trading under the carbon pricing 
mechanism.

Submissions relevant to the various issues to be covered in the Authority’s 
Review should be lodged by 30 May 2013.
