Horses are not permitted on freeways, but are otherwise treated as 
vehicles in the Australian Road Rules: 
http://www.dpti.sa.gov.au/roadsafety/safe_road_users/horses

The point being that older forms of technology can be accommodated, 
within reason. The analog phone service on the NBN will accommodative 
most analog devices.
