I doubt this will happen for a long time. Firstly, it clobbers the telcos'
ability to sell very expensive data to their mobile clients. Anyone can
onsell NBN connectivity whether they happen to own a billion dollar mobile
phone network or not. They would squeal. Loudly.
Politics aside, there are technical issues that would block this. The NBN
wireless provides a specified bandwidth per customer. It would be
impossible to offer this to itinerant customers without a massively
overengineered system. Also, a much higher transmit power and more
elaborate base antenna would be needed to provide a reliable service to a
small dongle inside a building compared to a relatively large roof-mounted
antenna. Dongles aren't part of the NBN wireless spec. NBN do support
larger fixed internal antennas but only where the local signal strength and
building characteristics allow it.
