An ECG does a bit more than a pulse monitor. It measures the shape - in
time and, to some extent, in space - of the electrical pulse of the nerves
firing on the heart muscle. A pulse monitor using the mobile phone camera
just measures the period of the cycle of blood oxygenation in your finger.
A medical quality clip-on O2 monitor uses specific wavelenghts of
illumination and can reliably determine blood oxygenation level as well as
pulse rate, but a phone camera in random incident light isn't up to that.
(There was a plan to put an oxygen sensor on a Wii remote a couple of years
back, but it appears to have been shelved - too many false code blues after
an extended session of Mario Cart?)
