Yes, disability is mentioned in the Universities Australia paper:

* Page 12: "opportunity not restricted by the capacity to pay, 
socio-economic background, location, ethnicity, sex, disability or 
religion ..."

* Page 13 policy principle 2: "The opportunity to complete a university 
qualification by Australian citizens is not restricted by the capacity 
to pay, socio-economic background, location, ethnicity, sex, disability 
or religion."

* Page 22, Maintain successful equity programs: "Universities Australia 
recommends that the government maintains real funding per student for 
currently successful programs: the Higher Education Participation and 
Partnerships Program, enabling loading, the Indigenous Support Program 
and the Higher Education Disability Support Program."
