Here's another theory: Freedom. America was founded by people who wanted 
to be free of Great Britain, mainly to be free to worship as they 
wanted. Americans as a people have a great desire not to be told what to 
do. Many actively dislike any form of government.

American freedom is heavily biased towards Freedom To Do..... rather 
than Freedom From....  The trouble with so much Freedom To Do is that 
Americans are free to do stupid things. And they do and they die.

I suspect that laws and cultural barriers to American style freedom in 
other countries, along with stronger desires for Freedom From..., 
results in fewer people doing stupid things.
