IMHO, the issue is more than just about non-redundant services, it's 
about non-resilient services. Good old fashioned Medium Wave AM 
broadcast would be much more resilient. You can pick up MW/AM broadcasts 
with a whole range of receivers, including crystal sets that need no 
power at all. Limited range, yes, but resilient. Multiple and/or 
portable transmitters would provide ample redundancy.

High technology isn't always the answer, sometimes it's the problem.
