They were probably talking about radios for the emergency services 
personnel. I'm talking about a radio system for general alerts and 
getting information to citizens. The ABC is often used for such things, 
but is not very local. Being a radio broadcast system the single points 
of failure are at the transmitter end, not the communication medium.
