Think you mean 'would accept' ..
In the real world, most people use flash, the new HTML5 not withstanding.
The Mozilla support pages explain downloading/installing the latest flash:
animations-games>
Two other quick and basic examples ..
1. eBay: http://pages.ebay.com.au/help/account/cookies-web-beacons.html
"We use Flash cookies, which are cookies written with Flash technology, to
help ensure that your account security is not compromised and to spot
irregularities in behavior to prevent your account from being fraudulently
taken over. We protect our cookies so that only we can interpret them by
assigning them a unique identifier that can only be interpreted by us."
2. Facebook: http://www.facebook.com/help/www/167931376599294
Q. "I can't upload my photos."
A. "We're sorry you're having trouble uploading photos. Here are a few
troubleshooting tips: 1. Make sure you have the latest version of Adobe
Flash."
etc, etc, etc.
However, again, I would suggest using this url to limit flash cookies etc:
ger.html>
Cheers,
Stephen
