Excuse me replying to my own post, but I want to add to it.

Some people are using the term Postdigital in this area.

Forbes has an article by three Deloitte consultants who are promoting 
this concept.

As Jan pointed out - just saying you have a goal is not the same as 
achieving it.

We've had "the clever country", the Multi-Function Polis and numerous 
other platitudes and attempts to change the structure of the economy.

IMHO it's an attitude problem, not a technology problem.

And the government is only part of the problem and its solution.
