The Victorian Auditor-General issued a report on "Learning Technologies 
in Government Schools", December 2012. This has a good case study of 
Ultranet as a "poorly planned and implemented" project:

Destroying government records without authority is a crime. Victorian 
schools are subject to the Public Records Act 1973:
