A classic example of a wicked problem - one where the solution changes 
the problem.

AGD thought they could restrict access to FOI information with the 
solution of removing the documents from their website. The problem could 
have been political (the government doesn't like the public getting at 
certain information), it might have really been "accessibility 
guidelines" or even something else they haven't told us about.

AGD has now changed their problem such that they now will not know who 
is accessing the FOI information, how many times they are downloaded and 
they cannot selectively and surreptitiously remove certain documents. 
They have also triggered various people into action and added to the 
perception that this is a very secretive government.

How these new problems will play out will be very interesting.
