Which is a great stupidity - one among many.
People putting in a DA should be signing something to allow for the
proper functioning of public oversight. E.g.: "By lodging a document
relating to a development application with Council, you grant an
irrevocable permission to Council to make copies of the document
available in any form, physical or electronic, to any interested person.
Granting this permission to Council does not transfer or extinguish any
copyright you or others may hold. You may apply to have particular
documents exempted from this requirement; such exemptions will be
granted only in exceptional circumstances."
