Ignore the no-bid contract part of the story. They have bigger problems ahead.

Note the mention of the number of months they are behind on a system 
that went live nearly 2 months ago. Imagine paying your insurance 
cover premium and being told it wasn't passed on to the insurer, so 
you really didn't have insurance after all.
