Nope, you're mis-reading it.  Verizon plans have 2 components - a per
device charge, plus an "overall" charge.  For a smartphone, the per-device
charge is ~$40, and the overall charges start at $60 for 2Gb data/calls/etc.

So if you've only got a single phone on the plan, then it's $100, plus
taxes/fees/etc.

If you've got 2 smart phones on the same plan, then it's (40+40+60=)  $140
(+taxes/fees/etc) for the two, or $70+ each, but now the 2GB data is shared
between the two phones.

(Note that all of this is post-paid - there are other options for pre-paid)
