Yes, something like the AG's Document Verification Service, could be 
used to provide electronic verification of documents, such as education 
certificates.

The ANU uses the Digitary service, which was a spin-off of Dublin City 
University, to provide digital academic transcripts: 
http://www.digitary.net/

However, this system seems to just provide facsimiles of paper 
documents. You still have to transcribe the information manually into an 
application to enroll or get a job, for example, and then someone else 
has to manually check what you typed against the transcript from the 
institution.
