There is a third. You control who can vote.
Some US states have introduced "fairness in voting" legislation that
makes it difficult for the disadvantaged to register to vote.
The Harper gummint in Canada has tabled the "Fair Elections Act"
which if enacted unchanged will unfairly disenfranchise some voters.
