Yes, the idea of sharing a remote central computer provided be a
separate organization is not a new idea, coming from the 1960s:

The business and academic press have discussed for fifty years the
business and technical issues with sharing a computer. Much of that is
applicable to cloud computing.
The idea of IT being more than just support for the business and instead
a determinate of what it does is also not new. An example is in the
1993 movie "Sleepless in Seattle", which depicts someone working from
from home as a travel agent, using a computer terminal.
