I also get the English page. Usually language and locale settings in
websites are driven by data that purports to geolocate your IP. I'd be
curious what you get when you visit https://www.maxmind.com/en/locate_my_ip
from the same connectivity. Perhaps your ISP has some new IPs that are still
associated with their previous user or the data is flat out wrong. For
example I reach Maxmind over an IPv6 tunnel from he.net so, despite being
able to check that my tunnel exit point is in Frankfurt, Germany, the data
says I'm in Canada.
The secondary issue is that despite browsers sending an "acceptable
languages" header almost no sites use this either in association with or
instead of geo IP data.
