This sounds somewhat academic since I suspect most of us never turn
our phones off.

It also strikes me as something that, if true, would only work with
particular phone chipsets and software versions, perhaps with the
cooperation of the manufacturer.

Of course anyone suspicious of their phone's behaviour can always
remove the battery, unless the battery is fixed, in which case you
should probably use a different phone.

Concievably some spies are using the same phones that are said to be
vulnerable.

Also, spies aren't the only people who can set up miniature cell
towers.

Just a few random thoughts.
