[LINK] RFI: Mudding/MOOing banned in Australia?

I've had the following enquiry:

I've never heard that claim before, and it sounds unlikely to me - 
for any value of 'heavy load' and 'ban'.

But I've never been a member of MUD communities, and when I've 
occasionally looked at traffic stats at various points in history, 
I've been focussing on other things.

Can any members of the Link Institute throw any light on this?
