Basic principle in brief: keep it simple. The Medicare system is very 
clever, no doubt. They might be better off if it wasn't.

The pdf that I worked so hard to access was only a handful of text and a 
couple of graphics. Much as it pains me to admit, pdf is something of a 
standard, but why implement it in a way that caused problems with IE on 
Windows 7? That's probably the most common combination these days.

Assuming they really need to include graphics, what would be the most 
accessible format? (least likely to cause problems))
