I've prepared notes that attempt to introduce and summarise the issues.
They're a bit longer than I intended, even though they're meant to be a fairly superficial, bird's-eye view.
I'd greatly appreciate constructively negative feedback, and pointers to good references that I've missed. (A couple of them derive from Stephen Loosley's post last night - thanks!).

National security agencies have prompted successive Australian Attorneys-General to propose that all Communications Service Providers be required to retain vast volumes of data about all electronic communications. This paper briefly reviews the background to the proposals and why they matter so much. A framework is provided for evaluating the proposals. They are found to be both seriously wanting, and seriously threatening to democracy.
