The cost justification around using the iPads in the cockpit was largely
based around the savings from the cost of the paper - both in terms of
keeping it up to date, but also the physical weight multiplied out over the
>6000 flights that AA flies each day.  Having paper as a backup would
negate all of those benefits.

The article doesn't mention Reagan airport at all, so I'm not sure what
your comments about it are regarding...  (And for what it's worth, it's not
really in the middle of any city - in fact it's literally metres from the
edge of one city/state (Arlington, VA) and the start of the next
(Washington, D.C.))
