I don't think that's particularly unusual for ISP-supplied equipment. 
The firmware on the cable modems is centrally managed and definitely not 
user upgradable. The providers like to test for compatibility with their 
network before rolling anything out, and I expect that applies to GPON 
as well.

The routing functionality in the Netgear cable modem/routers supplied by 
both Optus and Telstra is terrible and I disable it and use a separate 
router, which I can upgrade. If you care about security you might like 
to do the same.
