I'm pretty sure (but not actually sure) that that's wrong. Or maybe
half-wrong. 

The original plan was to use 2.3GHz+, but that didn't pass the giggle
test, so 3.5GHz was going to be set aside for the NBN. There were
reports earlier this year that various providers were testing that band.

Dunno where it's at now.
