[LINK] NBN on the HFC network

Does anybody know the NBN policy regarding someone who has HFC cable outside in the street and wants the NBN but not pay-TV?

Will they have to run an NBN cable into the house when their copper network is turned off, and who then pays for installation?  When everyone in the area is using HFC for their communications needs, what will happen to performance?  Or will the whole area have NBN on both HFC and copper media?

Is this an almighty cockup (:-)?
