A USI could be handy if student gets an electronic portfolio of 
digitally signed transcripts of results. But this assumes these will be 
accepted by institutions and employers.

ANU issued me with a digital certificate, but when I tired to use it to 
enroll at another university they asked for a paper certificate (which I 
had to pay for):

At one stage I was enrolled in three higher education institutions 
simultaneously, with three different student IDs. A single USI would 
have been useful. But as I understand it, the USI is not used by the 
institution's internal systems, so I would have ended up with four IDs.

ps: The USI might help detect education providers scamming the system.
