This seems less technically advanced than the "OPEL" network Optus 
planned to build in 2007, with government funding. This was to use 
WiMax:

I remember not being very impressed at the time, as this was going to 
use unlicensed spectrum (like WiFi) so you could expect interference:

WiFi is popular with the carriers as they don't have to pay for the 
spectrum. Telstra are going one better with Fon (sold in Australia as 
"Telstra Air"), by getting the consumers to pay for the WiFi base 
stations:
