The Constitution does not say much about what ministers do, or what 
departments there are. It says there will be initially up to seven 
Ministers and that some departments will be transferred from the states 
(Posts, defence, Lighthouses, Quarantine and customs):

Even if there were restrictions on what each department did, I can't see 
that would stop them sharing support functions, such as HR.
