Either the writer is confused or the government is, or both. A review is not the same as a strategy is not the same as an implementation plan. Different purposes, different data used, different outcomes. They lead from one to the next.

Does Mal not know the difference either? That is a worry if he doesn't.

Break them up into discrete projects and get them done, or else you're never going to get anywhere except continued confusion and increased risk.
