No, but it is a good way to put some spin on what is already happening. 
Border posts already consult lists of who should, and should not, enter 
a country and accept identity documents other than passports. Calling 
this a "cloud passport" makes it sound new and high tech.

Some countries allow credit card size identity documents or a driver's 
license to be used in place of a passport. There is a United States

Australians can be issued with an APEC Business Travel Card, but this is 
currently used along with a passport:
