On Red Symons this morning, he described another problem. 

A friend (?) had his credit card stolen, called the bank to have his account blocked. Done.
He gets home, hasn't rung the bank to remove the block or change the number, and discovers that Paywave still works! That wasn't blocked.

The gag during the show was what would you buy with your blocked card if you had criminal intentions (since you did call the bank to block it after all).

So there seems to be a bigger technical problem operating if blocking doesn't block everything to do with the card.
