Realistically what needs to happen is that Microsoft should be forced to
state they are doing this the very first time that you boot into Windows 10.

At that same point, users should be given the option to disable any or all
of these "dial-home" features, preferably with a good description of the
type of information that each option will send to Microsoft.

Ohh.. Wait...  That's exactly what does happen.  Nevermind.
