It works on https too though.

So the test is, how did you get to that link in the first place? Perhaps 
this isn't actually much of an issue.

If you google "i do not want a digital health record" the top result is 
https://myhealthrecord.gov.au/. Then if you follow the links to opt-out, 
you end up at the above URL on https.
