There have been multiple reports that the census system was rated at 260
forms/sec
"At its peak, 150 forms were being submitted per second online. Mr
McCormack says this was well within system capacity of 260 forms per
second."

That's a steady rate of 936,000/hour
If 15 million people tried to complete their census on-line in a three
hour period that's 5 million/hour
Assuming that's an over estimation by a factor of ten, it's still beyond
the capacity of the system.
Or to put it another way, at 936,000 per hour it would take 16 hours to
collect 15 million censuses
There have been claims on twitter that the DDoS was actually just the
Australian people logging on to complete their census.
Seems quite plausible to me.
And might explain the delay in getting back on line. They know it would
happen again.
Let's see if they try and organise people to fill in their on-line
censuses alphabetically, or by state, or star sign, or medicare number
.....
That last one could be useful if they want to immediately link to
myhealthrecord. No, only joking, a bad joke.
