really? i thought it was because they wanted to find an excuse to screw
the original NBN plan.

if what you say was correct, then getting funding for the on-going costs
of projects wouldn't be the huge problem that it is...because they're
always going to be someone else's problem.  that's never been the case
in the past, so why now for the NBN?
