Whoever is in government is going to suffer criticism from regional and
remote Australia over telecommunications. The NBN by promising much,
makes the federal government a magnet for criticism about
telecommunications. The NBN also increases the disparity between city
and country residents. There is no way to provide the same service to a
remote user via satellite, as to a city user on fiber.
The Federal Government will likely also get the blame for problems which
are not of their making. As an example, school education is the
responsibility of the states. Students in remote areas are "Distance
Education" (DE) students. DE education is normally designed on the
assumption students have intermittent, limited access to communications.
The complaints I read from parents suggest that the education their
children are receiving (or not receiving) is designed for reliable,
continuous broadband access. The parents blame the federal government
for the limited telecommunications, rather than the state education
department for poorly designed courses.
