The figures were reportedly leaked. The source is not likely to be 
revealed (at least, not voluntarily).

Our government has a problem. Their habit of making everything secret 
leads to any information being accepted until they reveal what they want 
to keep secret. The FttP costings peddled by nbn™, for example, are 
looking dodgier by the day.
