I think the point of the service is to fill two needs:
1) verification: the VET higher education space has so many players, it is
difficult to work out whether a certificate is valid - often providers wind
up too, so it then becomes difficult to contact the provider. The model
discussed here would seem to fill that need.
2) record keeping and duplicate certificate supply when providers go out of
business. This need is important, but if the database can't be relied on,
then this need is not filled.
