First off check what technology is being used in your area. This will be

A lot of buildings end up with FTTB but your description suggests to me
that you may end up with FTTN or FTTC.
Regardless, each residential address will have a separate NBN service.
Afterall each residence can choose to go with a different RSP (the new
name for an ISP).
