It would not hurt to have someone sit down with the small business 
person and suggest simple measures to improve their computer security, 
such as "change your passwords, update from Windows 98, renew your 
anti-virus software subscription, and do backups".

What will the small business people get for $2100? Will they fill in an 
on-line self assessment, and give permission for some automated tester 
probe their system? Will anyone actually *talk* to them?
