If the IP-based telephony is carried over the NBN, then the reliability 
of the NBN is an issue for that service.

If you want to be able to call emergency services during a blackout, 
when the NBN is not working, what do you do? If you have a mobile phone, 
then do you need an NBN based telephone service at all?
