It's so easy to nominate somebody for an Honour!  Can be done online: 
https://www.gg.gov.au/australian-honours-and-awards/nomination-forms

All that's needed is for one person to initiate the nomination by 
filling in and submitting the form, and for up to four others to have 
their names included to be available for commenting on the nominee if 
the Honours secretariat decide that would be useful.
