Simple solution: the RAAF has Boeing C-17 Globemaster III military 
transport aircraft, large enough to carry a bus. The PM could roll out, 
with the Thunderbird's theme playing. ;-)

More seriously, in "Australia and the Pacific: A new chapter", at 
Townsville yesterday, the PM mentioned Australia providing vocational 
education to young Pacific islanders:

This could be expanded across the region and into higher levels of
